how can i get pedigree papers when my cat has her kittens the sire is not registered

You can't,Unless both parents are registered pedigrees the kittens cannot have pedigree papers.
The kittens are just ordinary moggies and there are plenty of those waiting in shelters and living on the streets.

Best to get the Dam spayed and the male neutered.
This will help prevent pyometra in the female,testicular cancer in the male, neutering also greatly reduces the risk of mammary cancer in both males and females all of which can be fatal.
You can't I'm afraid, the best you can do is advertise them as half pedigree, or if the parents are both pure bred, even if the sire isn't registered he is still a 'breed', (ie. 2 unregistered Siamese cats are still Siamese), you can say that both parents are pure bred although sire is not registered, you must however be absolutely certain that he is a pure bred cat.
Pedigree animals without papers are not intended for the purpose of breeding.
Any breeding from these pets is considered back yard breeding and would not be considered a 'breed'.
