when you get a fixed fine penality notice do they check if the driver was insured to be driving at the time?

At the time of an alleged speeding offence which is detected by camera the authorities do not know who was driving. A check cannot be made to see if the driver was insured. Only the vehicle can be checked by its registration number. I believe this is not done as a matter of routine.
The details will be taken from PNC (the Police national computer) and not the DVLA.

Nowadays insurance details are on the same printout. But as newjudge says, it will be impossible to show who was driving at the time. All it will say is that somebody, somewhere is insured to drive that particular vehicle.
It may not have been a speed camera - was you pulled over by the police?
