Bank Charter

Is there such a things as the Banking (or Bank) Charter which the various UK banks have signed up to? I'm having bad service from the Halifax and just have to find a way to complain about them! Thanks.

Just to add you are not alone - I have been trying to get something done for well over a year now, and I cannot get a straight answer as why they won't do it or explain why they won't do it - all it is is return a few quid and close my account but they won't. Horrible bank - If I ever see Howard in the street I'll squash his smug fat face in!!
