What Can I Give My Dog For Tooth Pain?

I'm currently in dispute over an Ebay item. I paid over 200 by cheque over a month ago for a computer part which I have not received. The seller has come up with all sorts of excuses as to why she hasn't been able to post the item, but now it's gone beyond a joke. I have opened a dispute via Ebay - but notice that if it goes as far as me making a claim through Ebay - I will only receive a small percentage of the total money paid. Is this the kind of case I could take directly against the seller, and either report her to the police or take the action to a Small Claims Court - and if so how would I go about it? Any help gratefully received.

i brought this to the auction site's attention and all they did was give me his phone no.
if u ask me,they take a fee for the 'lot' so should have some responsibility
