I am thinking of purchasing a digital scanner reciever from the US.
Is this legal?
(by the way, I know its illegal to listen to the police and mobile phones)

Don't know about purchasing the scanner. It is not illegal to listen to the police radio frequencies. An offence occurs when you act on the information you hear.
