My husband and I have ISA's I have more in my account than my husband can I transfer money from my account to his, is their a limit?

You can't transfer money from one person's ISA to another - you have to cash it in (losing the tax free benefits) and treat it as a new deposit, obeying the usual limits, in the second account.
