do you think there should be a national data base to name and shame unfit dads who constantly let their kids down, and do nothing for their emotional and finacial upbringing, whilst they live the life of hugh hefner?

What about the men are the victims in the marriage breakup, and then constantly punished by ex-wives who have shacked up with a new man and want the ex to bow out of the childrens lives, refusing contact and so on?
This is just the sort of thing a very vindictive person could do, just because they can.

I think that you're not thinking this through. Yes, there are fathers out there who contribute nothing to their childrens lives, but there are also a lot of mothers out there who are not helping their children. Just look at the case of Shannon Matthews. Do you think that her mother did anything for her emotionally? In this case it may seem that living with her father (as her brother does) would have been preferable to living with her mother.
And who would be in charge of putting the fathers names on this data base? The mothers of their children? Do you not think that some of them would just put the fathers name on there to be vindictive?
And even if there was a data base and somehow it was run correctly do you think that women would really check out any new boyfriends on such a website?
Contraception is also not just down to men (impregnating the population as you put it), women can take charge of their own contraception these days.

What about the mums who don't pay?! My blokes ex went to extraordinary lengths to avoid paying support for their son. The csa told us that they have more problems getting support out of mother who don't have custody than they do with fathers. Obviously there are more men to get money from so it seems a bigger problem. I'm not saying that w@nky blokes out there but there are ladies too.
Also, how many fathers get the chance to have custody? Not many. Then they can't win, "He only has them two weekends a month and then he just does nice stuff with them and I get all the crappy stuff!" I bet most would jump at the chance to get to do the crappy stuff and live with their kids full time.
