2D light bulbs

Do 2D light bulbs flicker on in a couple of seconds like florescent tubes do or do they take a couple of minutes to warm up like energy saving bulbs?

What do you mean both?

Do you mean, they flicker for a second or so then take 2 mins to gain maximum brightness.
