Peeling paint

When we moved into our house 4 years ago the bedroom my daughter is in had silver paint on the ceiling.
We painted the ceiling white but the white paint keeps flaking in certain places especially near the window. Hubby has scraped it all back and reapllied white paint but it keeps happening. Any ideas anyone?

Sounds like a lot of hard work. Can you put up a false ceiling to cover it up?

or possibly cover it with a polycell product (can't remember exact name but it comes in a white bucket and is designed to cover lumpy or peeling surfaces)
