He had not excelled himself as a politician before that date.
It is only his period as PM during the war that has elavated him to hero.
Mind you, he certainly knew how to put a rousing speech together.

Last I heard he was rather strapped for cash after buying an expenive house - Doh!
And he'd got an advisor position to an American Finance house - double, Doh!
You have to be careful about painting people Black and white

They are not cartoon cut outs in a Hollywood movie

Gallipoli wasn't an inherently bad idea. It just sort of went wrong. That happens sometimes in the army - and the top guys aren't always to blame. It's a similar scenario for Churchill's support for the Italian invasion in WW2 - it wasn't a bad idea, it just didn't work.
Plus, the Gold Standard was a disaster but you can't really criticise him for not having a crystal ball.
Churchill's often (bizarrely) criticised for his record before his wartime premiership, but the only real blot on it that you can really say was a screw-up on his part was the Tonypandy riot.
