Whats the name of this movie?

ok....this is a long shot but here it goes about 12 years ago me and my best friend were watching this REALLY corny, cheesy horror and I want to get it for her on DVD for x-mas but I can't remember the name. The only scene I remember is the "killer", they never show his face, is breathing very heavy and hes slowly walking up these stairs and he steps on some gum or its on the bannister, I can't really remember, i just remember him trying to pull it off of his gloved hand and saying "Ah sugarless!" in a breathy voice--yeah corny!!! Then he goes upstair to kill someone and they show his hand going over all these killing tools like a knife, a pair of scissors and a hammer and he grabs a frickin PAPERCLIP- pulls out the edge and kills the girl with the paperclip!!! please if this sounds familiar to anyone or if they know where I can go to research it please get back!!! Thanks!!
