can i complain

i have just bought (payed through paypal) online, instructions to unlock my mobile phone so i can use any sim, i was told by the company that if i follow their instructions i will get to a point where they will send me a code to unlock the phone.  but i have followed their instructions and it isn't working, my pc keeps saying "windows does not recognise the device", i have posted a question on here to see if anyone can help with this problem but had no reply, so now i want my money back, it cost me �13, but the company are not emailing me back anymore to agree to a refund.  is there anywhere online i can complain about this and get a refund??? has anyone else experienced this problem???

Hi there ! I don't understand why you need to plug your phone into your PC .... Normally, you just get the unlock code via email, and you just type it in your phone , following the instructions you were sent . That is what I did with mine, although I actually got the unlock code for free via a website. At no point in the process did I have to plug my phone anywhere...Maybe you should contact the company again for CLEAR instructions ?

my phone is a motorola V525 and so i need to plug the usb cable into the pc when prompted to do so.  i have done this but my pc just keeps saying "the device has malfunctioned and windows does not recognise it."  the cable is working fine as i have checked it.  i am doing everything the instructions are telling me to do but it isn't working.  i think i have just been conned!!
