Perhaps it's just your ISP.

Does this link work?

If it tells you it's not currently a BBC address, then it probably means your ISP's DNS servers are being updated (or some other small outage).

Turn all your equipment off (routers, modems, everything). Wait 10 mins, then turn back on.

See if that helps (it may).

Otherwise, sounds like a local ISP issue.
