Stupid drivers

The other day I was travelling home on the bus and drving on the other side of the road was a woman talking on her mobile with no seat belt on.

Why do people do this? Can the government introduce a tax and/or fine for the thick and stupid?

there are a lot of them about, I've lost count of the amount of people I've seen doing stupid things at the wheel.

people putting on make up while driving

lorry drivers reading a news paper on motorways is another common one, 40tons of lorry doing 56mph while the driver reads the sun always scares me when I see it!!

Also, when do you ever see anyone patrolling parks and pavements to fine dog owners who don't pick up poop?

Yea but it might be worse the lorry driver might be looking at page 3 and doing something else as well
