No Insurance for Son.

I was hit by a 17 year old in a parking lot. I filed a police report but no ticket was given because it was private property.
I have insurance and they will pay but I think the party at fault should pay. I called the insurance co. for the boy's father, and they said he was excluded from driving on the dad's policy. Can I do anything with that, what if all of us don't insure our kid's on our policy's?

If so, you don't need insurance to drive on private property as long as it is truly private property and not a supermarket car park, for example.

As I already said, nobody needs to be insured to drive on private property, so there is no reason for the 17 year old to be on his father's motor insurance.
