Can a car that is road taxed but not insured by the owner be test driven by a potential buyer whose own car is road taxed and is insured?

probably not, unless the prospective buyer has a trade policy. Most people who are insured to drive other cars on their own policies do so as long as the car they are test driving is insured by the current owner.
As lord says, the car has to be insured even to use the driving other cars aspect of the test drivers insurance.
