This is because Windows 98 will ONLY install to your C: drive - to dual boot win 98 and win XP, you have to install win 98 first, and then win XP - Win XP is advanced enough to detect that there are different versions of windows on the machine, and you can choose where to install - then you can choose which version to boot into each time you switch your machine on (you can edit the Boot.ini file in the root of your win XP installation manually if you so desire) - I'm sure there will be some hack / workround to install win 98 second, but this would be the way I did it.
