As Im sure most of you are aware,a lot of photo card driving licences issued in 98 expire now.(item 4b) I still have an old paper licence Are these valid for life.

the licence doesnt expire the picture does after 10 years

Paper driving licences don't have a specified period of validity. However, like all driving licences, they need to be renewed (with a photocard driving licence) at age 70:
