I am not sure I understand your question. But I'll give it a go. Tort is broadly speaking the law relating to civil wrongs. Generally, negligence is what is meant but there are other "torts" (trespass, conversion - now abolished etc).
The way it works is that if A owes a duty of care to B and A negligently breaches that duty of care thus causing loss or damage to B, as long as the loss of damage is not too remote A is liable.
A simple example is A drives his car into B's stationary car causing B financial loss in terms of damage to the car and personal injury.
A owes B a duty of care as another road user
A has breached that duty of care
That breach has been the cause of loss and damage to B
it was foreseeable that damage to the car and personal injury will result and thus A is liable to compensate B for the damage to his car and his personal injury.
