what was the name of the book that contained 20 or so sci-fi short stories by asimov, harlan et al. some of the titles were ; a boy and his dog and thje tick tock man?

The Foundation series by Asimov is what I think Scooter's referring to - but I think the anthology ant's looking for might actually be a magazine / peridical rather than a book. Try

Its not any of the Foundation series as none of them contained short storties

I think you are referring to a 3 book set called "The Early Asimov. vols 1-3". Each book contains about 8 stories. They were published by Panther in paperback (A subsidary of Granada publishing). They were published in the early seventies and the catalogue numbers are:-
