Yes, Rutland. There is an enormous open reservoir there called Rutland Water used for yachting. The villages etc. beneath it were intentionally flooded many years ago so that the region could have fresh piped water. Oakham is very pretty.
Local Government was re-organised in 1996 and the former Regions were replaced by Unitary Authorities. The Orkney Islands had a population of 19,245 in 2001 and has the lowest population of any Unitary Authority in Scotand and Great Britain. Its administrative capital is Kirkwall.
I thought the question was asking for the smallest county, The Corbyloon? Surely counties weren't abolished? I thought Unitary Authorities were super-imposed, and were made up of some or parts of some counties.
