Title of 90's rap song...?

There is a 90's rap song with a really smooth and mellowed out beat, the rapper has a very monotone voice. The title definitely begins with "Mr"... something, its somebodys name though. This is repeated as the chorus. I know its a long shot but does anybody have any idea who the artist is and what the rest of the title is please!?

No its longer than that... the songs also alot slower with rapping. Im pretty sure its from the 90's
