I have been seperated from my wife for coming up to 16 years now, we've both tried to divorce in the past but could'nt agree on terms, is it correct that because so much time has elapsed even if she still will not agree or ignores the paperwork i can get divorced?

if you're divorcing on the grounds of separation it's 2 years when both parties consent, and 5 years if not.
