Alas, the only way is to remove the woodchip paper.
You'd be best using a scorer going gently over the whole surface of the woodchip. You could use a Stanley knife, but this would be a lot of work, and you'd risk damaging the plaster. Then, use a steam wallpaper stripper. The idea is to soften the woodchip so that it will lift off easily with a minimum of scraping pressure, and without disturbing the plaster.

I used http://www.wallwik.co.uk/?gclid=CMOFyeripZoCFQ ZfswodHjwp-g to strip woodchip from my dads bungalow and despite my misgivings it worked. Bought the multi scorer from B&Q and used that instead of the scorer they supplied. Patience is the key. Leave it to soak longer than you really want to.
Hi jaycee, what do you mean by it brings the ceiling with it. Are you saying the plaster is coming off or wasn't it plastered in the first place. In the past I have seen places where the ceiling was just papered over the bare plaster boards or sometimes the ceiling has a different type of board altogether. Would just like to know before giving an answer. Curious Lol.
Score the woodchip as some of the replies say, then make a thin mix of wallpaper paste & water, coat your ceiling. Leave it half an hour, then coat it up again. You can now attack it with your scraper.
Mixing paste in with your water slows down the evaporation time of the water.
The last thing I use on a ceiling is a steam stripper!
