When I got my cross-breed - terrier and dont know other breed - a small dog - from the home - he weighed 1stone 4lbs (a nice weight) now he has gone up 1stone 10lbs - now he is too heavy but when I bring him to the park he runs for a bit then he meanders through the foliage. I only feed him once a day with half tin of butchers, carrots, a tiny bit of chicken or some small food with flavour and also a pinch of fillers. I am worried he will contract diabetes. I have stopped the fillers as I think they blow him up. Any advice to get this animal down even to 1stone 6lbs. This is the first time I have ever owned a dog although he has been with me 5 years.

My vets runs a free weight watchers clinic for cats dogs and rabbits, maybe yours does too...also with respect are you SURE about the total amount that your dog eats? does he get bits of your (and other household members) food? extra treats? does he bin scavenge? beg off neighbours?I am a bit puzzled by your description of a "pinch" of fillers as a pinch is about one sixth of a teaspoon full, also how much is a "tiny bit" of chicken?
If he is not unwell then the cure is a simple one I am afraid, more calories out (exercise) less calories in. If he gets hungry on less (and I sure would!!) then you can bulk up his food with more carrot or maybe an all in one food for dogs who need to lose weight.
