As I understand it the situation is that she was born hermaphrodite and has so far been raised as a boy but now at puberty has been told by a doctor will develop more as a female and has female chromosomes and so has decided to live as a female from now on. A complex situation I can't begin to imagine going through myself.
As for clothing advice - depending on where you are I would agree with other posters take a trusted female friend / relative with you. Go to teenage friendly shops like new look and topshop. It is bound to be a massive transition so you might want to look less at the very girly clothes such as summery dresses to start with. Perhaps womens cut jeans and pretty vest tops or more sporty type female clothes might be the way to go.
Don't buy something just because it's fashionable look for things you are comfortable in and suit you. Best of luck on your shopping expeditions and your adaptation in general...
