I made a costume for my daughter with old clothes, bin bags and curtains! I did accessorise with a foam sword from Asda - probably about 1.50 that was.
If she has a long sleeved stripey t-shirt that's a start, but they sell them at Asda for maybe 2, even cheaper if they are selling off end of line stock.
You can make a waistcoat, use some curtains for front and back (maybe patterned on the back and plain material on the front) - I lined it with strong bin liner for a 'leather' look. My daughter had some old black pants, so I turned them up to three-quarter length and trimmed them with some old silver material I had - and did the same with her hat (bandada style tied at the end with a hair bobble!). She had some brown boots and frilly white socks so they finished off the look.
She was made up because no-one had anything like what she had, it was totally unique and drew lots of attention (she is only 3 and she loves the attention!)

Or if you dont have a sewing machine...
Black trousers, turn them up to knee. Pin a brooch to the outside of each turn up.
Baggy blouse, preferably with puffy sleeves, ruffles down the front. You could use a grown up one, if you are small ish. Tie the blouse at each wrist with some wide ribbon, you could do the same on the arm to get the puffed out look.
Wide belt, with big buckle, round the hips over the shirt, pull the shirt out a bit to puff it out.
If you have a long bit of fabric, you could make a bright sash to go over her shoulder.
Then eye patch, could use a real one, or paint one on with face paint.
Head wise, if you have a black floppy pirate hat great, other wise, a headscarf tied round her head, knotted at the back.
Legs, long white socks, pulled up, bonus points for frill around the top. And then footwear, you could either use boots, or if you have them, some nice shoes with buckles on. You could even use plain shoes and pin sparkly brooch on each.
Finally, if you can find a cheap toy parrot or monkey to perch on her shoulder, great, or just draw/print one out on cardboard.
Arrhh me hearties!!!

I did this costume for my little one last year -
tri corn hat from ELC about 3, with a red bandanna underneath made from an old T shirt, 2 old curtain rings sewn on the side as dangly earrings
A stripey t shirt (his own) topped with a waistcoat I made from an old black t shirt, cut down the front and made v neck, I cut slits in th back and threaded them(like a corset) with strips from the red t shirt from above.
His trousers were black pj bottoms tucked into white socks, another bit of the red t shirt was wrapped around his waist to tuck his 'poundland sword' into
improvise!!
