How do i lay top soil, i am looking to put turf in my garden, but was told i would need to put top soil under it, and that its quite a tough job to do, was this right? if so how do i go about doing this?

Can you explain the condition of the ground, and if it`s already grassed or has been paved previously or what? It helps to know what you are up against.
