Have I been under a misapprehension all my life? Wasn't 'dobber' the nickname given by raucous, ragged rascals to tittle-tattling tykes in unusually unique uniforms executing cute salutes?

Yes, but I seem to remember back in the dim and distant past a dobber was one who 'dobbed' on you e.g. shopped you to the appropriate authorities (e.g. Headmaster).

Maybe a boy scout, seen (rightly or wrongly) as a goody two shoes, is one likely to confess or report to the authorities - someone generally to be despised. Certainly the (particularly Australian) slang to "dob someone in" is to grass on them.
