My short haired border collie has dry skin patches on his elbows and some of the hair has fallen out. He has had it for a while. Is it okay to put a moisturising cream on?

what may help is a little Sudo cream rubbed in -

Sometimes lying on a hard surface can cause or worsen elbow hair loss.Like a laminate floor , or tiles.Had this in G S dog a few years ago.
