She could try asking him (the car is a good place) generally about the lateness and saying that she is fine with friends both male and female. She could suggest that rather than hanging out they could come back to her house and do whatever it is they want to do ie listen to CDs or chat. I suspect that they just hang around together not saying anything or doing anything much either so they may like the opportunity to have somewhere to go.
I personally always have let my kids take their friends up to their rooms whether same or opposite sex. They will reward your trust, your openess and your acceptance by being open and honest with you. Having done this provide drinks and snacks and don't embarras him by chatting to this girl or offering her tea!
If you are not comfy with the bedroom scenario then maybe a garage, shed or study could be turned into a den.
Be assured in spite of what you hear on the news and tv generally most young people I know have quite a strong moral code at this age and you don't have much to worry about if drink and drugs are not around.
