Who is Major Tom

Bowie refers to Major Tom in a couple of his songs ("Space Oddity", "Ashes to Ashes"), and Peter Schilling does a song called "Major Tom" which seems almost to be a sequel to Space Oddity. Does anyone know who Major Tom is or what it's in reference to?
