Can you confirm that VINEGAR will help to remove rust from a car body.

Well it will, but it's a pretty pointless exercise. You might just as well start squeezing lemons over the side of your car.
The various products sold in Halfords et al are formulated especially for the purpose, they are much stronger acid than acetic acid (vinegar), being based on phosphorc acid and which leves a useful phosphate level over the steel to form a good basic for protection with paint.
