Nothing fits!

Help!
I am pretty damn short only 4 foot 9. Having not grown so much as an inch for nearly 8 years I have accepted this is how things are staying! I LOVE style and shopping, but more often than not after a shopping trip find myself feeling really low and upset because I can't find anything to fit me. With most trousers etc. this doesn't always have to be a problem as I can take up the hems, but this doesn't resolve the fact that the rest of me is in proportion to my height - i.e. I am a small size 6. I can't find things to fit my waist and most clothes hang off me really stupidly making me look like a bloody clown! I used to be a size 3 in shoes, but either manufacturers are making them bigger or I am shrinking because I can't find any of those to fit me either!
I would really appreciate some advice on where to buy clothes and shoes that actually fit, without paying an absolute bomb. Most times when shopping in specialty shops online I have found everything way out of my price range. Even if anybody knows of some shops where the sizes come up quite small this would be so much of a help.
I know many people's first suggestion is: children's clothes! But please, no. Children's clothes are MADE FOR CHILDREN. I am a young adult with a career! I don't want stupid fairies and slogans all over my clothes. And they simply do not accomodate the shape a lady aquires following puberty!
I know there has to be some adult clothes that will fit! Even if it's a case of jetting to Japan to buy my clothes, it'd be so nice to find something that fits. I still have too-big clothes knocking around my wardrobe back from when my MUM bought them for me, reasoning 'You'll grow into them one day!' I think not :P

I am sure you already know that Top Shop do almost everything in size 6 and petites go down to size 4 - also River Island do 6.

This website is a French company called Promod - very keen prices and a good range. I have bought things from them when in France & Italy and the quality is ok. I have also bought from the website.You can return things if they don't fit or you don't like the. You can search on their advanced search page just for size 6. Suggest you don't use the colour column - just size & dress, or top or trouser etc. If you roll your cursor over the picture you get a closer look at the fabric/pattern.

I am only just 5ft and have the same problem. Have you tried the petite range in bhs and dorothy perkins? What length of trousers do you need?
