It was the catchphrase of Jack Paar, American radio and TV comedian, host of the Tonight Show 1957/62

Thanks, moonshadow. That led me to the Caine Mutiny. Apparently, Humphrey Bogart playing Queeg, says it.The film is three years earlier than Jack Paar's ' Tonight Show' first appearance but the phrase passed unnoticed until Paar started to use it.
