yes he does, hence the comment 'still not ginger' when he evolves.
this caused a little stir at the complaints department of the beeb as a number of people phoned up to complain saying it was offensive to ginger people and may lead to bullying of children. apparently they don't realise that it is a long standing doctor who joke, in that he actually wants to be ginger when he is regenerated.
