Does the Doctor retains his previous incarnation's memories and experiences when he regenerates?

He must do otherwise he wouldn't remember what he has done, where he has been and who his assistances were.

Yes, he does.
Even the new series of Who has made reference to the classic series of Who.
The Tennant Doctor asked The Master if he remembers the Axons (monsters from the Pertwee era of the show). And previous to that, the 10th Doctor re-encountered the Macra, a creature from the Troughton (2nd Doctor) era of the show.

yes he does, hence the comment 'still not ginger' when he evolves.

this caused a little stir at the complaints department of the beeb as a number of people phoned up to complain saying it was offensive to ginger people and may lead to bullying of children. apparently they don't realise that it is a long standing doctor who joke, in that he actually wants to be ginger when he is regenerated.

In recent interviews David Tennant has made reference to the The Doctor thet he plays being the same person that William Hartnell and the others played.In The Five Doctors when Doctors 1 to 4 were taken out of time it had a physical effect on the fifth Doctor which he described as being diminished.
