is there any truth in a rumour I heard: that some councils will provide a grant to households introducing central heating to a residential property for the first time? If so, who should one contact?

Call into your local Ciizens Advice Centre, there are grants for all sorts of things it's just that people aren't aware they're available, where as the CAB will not only let you know what grants are there but what you need to do to qualify
Is it perhaps the "warm front" grant?
I had one (didn't need CH but needed isulation) and they "opened an account" for me worth about £4000 and said i could have used it to upgrade the boiler etc if i had needed to I have onl;y ever used the amount needed for loft and cavity wall insulation though. You have to be on certain benefits to get it i think - try your local council
