When you get arrested and the police are on about
"i am arresting you ... on suspicion of..." what is the exact phrase?

The police do not have to phrase an arrest like this, it is only a recommendation.
The code of conduct states that the reason for arrest must be given as soon as practically possible.
You can be grabbed of the street, hurled into a van, handcuffed, and not told why until the morning - it is perfectly legal, although not ideal.
