council tax, registered disabled

hi, please does anybody know if my dad who is registered disabled, but living with a (non-working) abled wife is eligible for any council tax rebate ? I know he is receiving some kind of disabled benefit already (paid direct to his bank). many thanks.

he is receiving income from his pension (which he still being taxed on, despite paying taxes for over 40 years), my mother (his wife) has no income....thanks.
