late 90's / early 00's song

hi can anyone help me please, im been searching everywhere for the song title/artist.

all i can remember is seeing/hearing this on mtv. throughout the song theres a guy chanting "get down, happy people" over and over again. all i can find on google is REM's shinney happy people but its nothing like that at all.

can anyone help?
