English Speaking Taxi Drivers

Taxi Drivers in Southampton have been displaying a sign to the effect that the cab driver is English speaking.

They have been branded racists, are they?

A friend of mine went to the local council office to apply for a taxi licence, sitting next to him was a foreign man with a young lad ,the man had come to renew his licence, he had brought the lad along as an interpreter as he couldnt speak a word of english !!!..
The council official immediately confiscated it ( someone with some sense), this licence must have been fraudulently obtained but it shows how easy it must be... by the way this was in Luton..
