As the previous poster states, it'd be nice to know what adhesive was used, but there's no reason to suspect other than a wheat based paste, in most cases (at least here in the U.S.). Use some fairly hot water with just a few drops of dish soap in a spray bottle and, using a rough sponge, simply spray, let stand for a few minutes, wipe and do it again. If the adhesive...

If the adhesive proves to be other than usual wallpaper paste, then maybe gardenknowin's idea sounds good...
Border adhesives vary greatly in their composition, and many are not simply wallpaper paste - some even come with a self-adhesive backing that remains when you try to remove the border. Others have had the same problem. Perhaps a browse here might give you an answer...
