Down load your and your neighbours deeds from the lr site (about £6 each) and check if there is a private right of way. If there is then write him a letter stating that he is not allowed to block it and that your prow access is for xxx at xxx time of day.
Although you only use it for the bins it may be that you have access pretty much unrestriced but that obviously depends on the wording.
Do other neighbours have row access over your land to his?
If there is no row on the deeds then you may be able to get one added if the row has been exercised for, I think, 12 years. Again depending on permission etc.
If you find you do have unrestricted row then (being rather vindictive at times) I would use it at any and every oppertunity just to proove a point then go back to only when you need to.
