sadly uploading takes longer than downloads , but that is due to teh upload rate supplied by the IPS .
reducing quality can make for longer clicks to be uploaded faster , this can be done in a number of ways for instance removing any sound that maybe attached or reducing video window size. any editing software you may have should have something in the help file regarding quality that could help on this.
also taking into account times of high user usage on the site your planning to upload to can make a differance to the upload rate. as its bound by shear volume to be slower as more users are online using th service they provide , therefore making any potencial upload slower at peek times.
