Available Mobile Numbers

Can anyone tell me if it is possable to request a Mobile Number.
I would like the number to be 07 Followed by my surname ie.. 7=p ect.
I dont want to call the number but would like to know if there is a web Page that could confirm if the Number is available and how i would be able to get it.
