You could do it by tram and train and some ships run a complimentary bus to the train station in Blankenberg (which has a better train service than Zeebrugge). Your best bet is to see if anyone else on your ship has organised a minibus that you cna join as well. Go to

and join the site (its free), then go to the 'boards' and look for the 'roll call' for your ship and sailing date. You will find loads of info there and possibly be able to join some private organised tours which are better and cheaper than the ships ones.

We visited Zeebruge on a cruise a few years ago and there were buses laid on to the train station. It only cost a few euros for the return ticket and trains went at regular intervals and were on time! We're both elderly and I have walking problems so maybe this could be the best way for you to visit Bruges which is well worth the effort
You should go to your roll call for your cruise http://boards.cruisecritic.com/index.php to see if anyone has arranged a private tour/transfer you could share; otherwise check out the ports of call link http://boards.cruisec...orumdisplay.php?f=233 where there will be lots of info regarding the train service.
