How do I address the High Commissioner of Nigeria in a letter?

I know it is "Dear High Commissioner" at the start of the letter but I'm not sure about the actual address. The High Commissioner of Nigeria? His Excellency the High Commissioner of Nigeria?

His Excellency Mr (NAME) High Commissioner FOR (not of) Nigeria.
