I wouldn't be surprised if some people looked 'normal' at 25 weeks but I would be surprised if an individual didn't know they were pregnant by then, due to the symptoms that accompany the first trimester. It's not impossible though. My sister, who I was living with at the time, didn't know she was pregnant until about halfway through and no-one else knew until we got a phone call from the hospital saying she had just had a baby!
To sum up my ramblings, I would think it would be noticable to yourself and others at that time but there are always exceptions x
It's usually noticeable to anyone not involved and not informed by 16 weeks, but everyone is different. Some people show early, some show not at all, some even never show at the end, though they're few and far between. As a rule of thumb, I'd say 6 months into a pregnancy, you'll be showing.
Is there a reason for your question?
In most cases yes, but not always. For example my wife is currently at 22 weeks and its pretty clear what's going on! (She's nearly as big as me now...)
On the other hand, my friend didn't even know she was pregnant herself with her third until the 35th/36th week! (Even then it was only because she wasn't feeling well & had gone to see a doctor). Not a common situation admittedly but I have two other friends who could both still comfortably get into size 12 jeans just a few weeks before giving birth.
