Restricted Junctions

Silly question i know but i cant seem to find an answer anywhere easily. I'm just curious as to what a restricted junction is on various motorways.

Is it one where you have not got full access - ie  cant come off and on in both directions

That's right, and an example is the M6/M54.  Shropshire and Mid-Wales are in contact with the Midlands and South, but to travel north, people have to use A-class roads.

The one im interested in is J9 on the M65. Its a restricted junction but on the map it appears you can both enter and exit the motorway from this junction. Any ideas?

I've checked this on some map software (Autoroute). This shows for J9 on M65:

Going from Blackburn to Burnley you can exit only.

Going from Burnley to Blackburn you can enter only.
