yes

a) it can get very hot
b) if the fan is underneath, you can block it and it will overheat and damage the laptop.

the idea is that it goes on a table, it has 4 tiny feet that allow air to travel underneath, they are actually called notebooks, laptop is more an adopted term.

It is a problem if the fan cant draw in cool air, it desingned to have enough space underneath for air to flow, putting it on your Knee could restrict that airflow. Just put it on a tray or a hard surface, problem solved.

a netbook is safe to use on your lap as the fan is mounted on the back and not underneath

if it's a wireless enabled laptop it has about the same chance of being harmful to you as a mobile phone.
